He has been working in international dispute settlement for twenty years, and has represented States as counsel and advocate on numerous occasions before international courts and tribunals, including the International Court of Justice, the International Tribunal for the Law of the Sea, the European Court of Human Rights, the Court of Justice of the European Union, as well as before arbitral tribunals constituted under Chapter VII of the United Nations Convention on the Law of the Sea and ad hoc arbitral tribunals. He has also represented investors in investor-State disputes before ICSID tribunals and before tribunals operating under the UNCITRAL Rules. Previously, Daniel worked in the International Arbitration and Public International Law Group of a leading international law firm. He also assisted Professeur Alain Pellet. Daniel has published extensively in leading journals and edited collective books on numerous topics of public international law, European law and international dispute settlement. - Public Sitting before the ICJ on Israel’s Humanitarian Obligations toward the Occupied Palestinian Territory
Version française Since Monday, 28 April 2025, the International Court of Justice in The Hague has been holding hearings, at the request of the United Nations General Assembly, concerning Israel’s obligations not to restrict humanitarian aid to Gaza and the rest of the Occupied Palestinian Territory. Last December, the UN General Assembly adopted a resolution requesting an advisory opinion on the matter. Considering the severe humanitarian crisis that has continued to worsen in recent months, the Assembly urged the Court to address the issue as a matter of priority and with the utmost urgency. The United Nations and the State of Palestine opened the proceedings on Monday. This week, 40 States and international organizations – with the notable exception of Israel, which chose not to take part in the oral proceedings – will take the floor to address what the resolution describes as “the dire humanitarian situation in the Occupied Palestinian Territory”. Audiences publiques devant la CIJ relatives aux obligations humanitaires d’Israël vis-à-vis du Territoire palestinien occupé Depuis ce lundi 28 avril 2025, la Cour internationale de Justice de La Haye tient des audiences, à la demande de l’Assemblée générale des Nations Unies, au sujet des obligations d’Israël de ne pas entraver l’aide humanitaire à Gaza et dans le reste du Territoire palestinien occupé. L’Assemblée générale des Nations Unies avait voté en décembre dernier une demande d’avis consultatif à ce sujet. Face à la grave crise humanitaire qui n’a cessé de s’amplifier au cours de ces derniers mois, elle a exhorté la Cour de traiter cette question à titre prioritaire et de toute urgence. Les Nations Unies et l’État de Palestine ont ouvert la séquence lundi. Cette semaine, 40 États et organisations internationales – à l’exception notable d’Israël qui n’a pas souhaité participer aux audiences – se succéderont pour tenter de trouver un remède à ce que la résolution décrit comme « la situation humanitaire désastreuse dans le Territoire palestinien occupé ».
